Any person who contravenes or fails to comply with the provisions of regulation 3, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 or 25 is guilty of an offence and is liable, on conviction, to a fine or imprisonment for a period not exceeding 12 months.
