National Treasury Releases Withheld Equitable Share Allocations to North West Municipalities
Brought to you by SAnews: In terms of section 216(2) of the Constitution of the Republic of South Africa, 1996, read with the applicable provisions of the Local Government: Municipal Finance Management Act, No. 56 of 2003 (MFMA), the Minister of Finance has authorized the release of remaining withheld Local Government Equitable Share allocations to affected North West municipalities from 31 July 2026.
The temporary withholding of equitable share transfers applied to 12 municipalities across the province as a financial oversight measure to enforce compliance, curb Unauthorised, Irregular, Fruitless and Wasteful Expenditure (UIF&WE), and mandate consequence management. While six municipalities satisfied Treasury conditions earlier, the remaining six — Madibeng, JB Marks, Matlosana, Mahikeng, Maquassi Hills, and Dr Ruth Segomotsi Mompati — became eligible to receive their outstanding tranches following corrective governance steps.
Debt Reconciliation and Statutory Directives
Data from the June 2026 municipal debt reconciliation under section 71 of the MFMA indicates that total provincial departmental debt owed to municipalities decreased from R1.010 billion in March 2026 to R893.1 million, representing an 11.6% reduction (R116.9 million). To ensure full compliance ahead of the December 2026 equitable share disbursement, National Treasury and the Provincial Treasury have issued specific directives:
- Undisputed Debt Settlement: Provincial government departments must settle all verified, undisputed municipal debt immediately.
- Payment Arrangements: Structured payment arrangements for remaining government debt must be concluded by 31 August 2026.
- Disputed Account Reconciliation: All disputed municipal invoices resulting from billing inaccuracies must be formally reconciled and resolved by 30 September 2026.
- Inter-Governmental Oversight: Provincial Treasury and CoGTA will conduct district-specific working sessions during August 2026 to assist Municipal Public Accounts Committees (MPACs) and disciplinary boards with consequence management and account verification.
