Parliament Committee Calls for Prioritised Lifestyle Audits for SCM Officials
Brought to you by SAnews: Parliament’s Portfolio Committee on Public Service and Administration has called for the prioritisation of supply chain management (SCM) officials across all government departments for lifestyle audits under the national anti-corruption framework.
In terms of the Public Service Regulations, 2016, read with the Department of Public Service and Administration (DPSA) directives on lifestyle audits, provincial administrations are required to implement structured ethics and integrity management systems. During a committee meeting on 3 June 2026, progress reports from the Eastern Cape, Free State, and Mpumalanga provincial administrations highlighted inconsistent and uneven implementation of these audits across different provinces.
Committee Chairperson Jan de Villiers highlighted that policy gaps, previously identified by the Special Investigating Unit (SIU) and the DPSA, require urgent, standardised resolution. The committee emphasised that SCM units represent a high-risk area for public procurement corruption, making it necessary to prioritise every official within these units for immediate lifestyle audits.
The committee noted several key challenges hindering the effective rollout of the integrity framework, including:
- Significant backlogs in the vetting of senior management service (SMS) members by the State Security Agency (SSA);
- Persistent staff and capacity shortages within provincial departments; and
- A lack of consequence management for officials implicated in financial misconduct or unexplained wealth.
