Brought to you by SA Legal Academy: The Department of Small Business Development has released the draft policy on township and rural economy development and revitalisation for public comment.

In terms of the National Small Enterprise Act, No. 102 of 1996, and related developmental frameworks, the Department of Small Business Development has gazetted a draft policy aimed at the systematic development and revitalisation of township and rural economies. Interested parties and stakeholders are invited to submit written representations and comments on the draft policy on or before 17 July 2026.

The draft policy document outlines a comprehensive “problem statement” detailing the structural, financial, and infrastructural challenges that limit economic growth in township and rural areas. The policy framework seeks to establish targeted interventions, regulatory easing, and support mechanisms to foster sustainable local economic ecosystems.

Key focus areas addressed in the draft policy framework include:

  • The identification of regulatory barriers that impede small, medium, and micro enterprises (SMMEs) in rural and township areas;
  • Proposed financial and non-financial support mechanisms tailored to informal and micro-businesses;
  • Strategies for infrastructure development and spatial planning integration to connect local markets; and
  • Inter-governmental coordination frameworks to streamline local economic development initiatives.
