The consignor of any grouped hazardous substance who is not the carrier himself and who requires such substance to be conveyed by road shall provide such carrier with the appropriate hazard warning panels and compartment labels to be attached to such road tanker as required by regulation 10(1)(a), as well as such information as required by regulation 10(b)(iii) of these regulations.
