| (1) | The members of the board shall elect a chairman and a vice-chairman from their number. |
| (2) | If the office of chairman or vice-chairman becomes vacant for any reason other than effluxion of time, the members of the board shall, at the first meeting after such vacancy occurred or as soon thereafter as may be convenient, elect from their number a new chairman or vice-chairman, as the case may be, and the member so elected shall hold office for the unexpired portion of the period for which his predecessor was elected. |
| (3) | If for any reason the chairman is not able to act, the vice-chairman shall perform all the duties and exercise all the powers of the chairman. |
| (4) | The chairman or vice-chairman of the board may vacate his office without terminating his membership of the board. |
