Government Strengthens Migration Management and Regulatory Enforcement
Brought to you by SAnews: The Inter-Ministerial Committee (IMC) on Migration has developed a comprehensive implementation plan to strengthen migration management, focusing on border infrastructure, access to social services, the registration of small businesses, and a review of asylum and refugee procedures.
In terms of the broader regulatory framework governing immigration, including the Immigration Act, No. 13 of 2002 and the Refugees Act, No. 135 of 1998, the IMC was established by President Cyril Ramaphosa to coordinate the state’s response to migration challenges. This follows the President’s address to the nation on 7 June 2026 outlining targeted interventions.
Technical Workstreams and Enforcement
The IMC has established several technical workstreams to oversee the execution of the implementation plan. These workstreams are tasked with managing specific regulatory and operational sectors, including:
- Law enforcement and border management under the Border Management Authority Act, No. 2 of 2020;
- Legal and regulatory compliance within economic sectors, specifically targeting the registration of small businesses and informal traders;
- Humanitarian welfare and social sector integration; and
- Systems development, data integration, and inter-departmental communication.
Monitoring of the implementation plan will occur through weekly IMC meetings, supplemented by oversight visits to verify progress. Additionally, the IMC will initiate stakeholder consultations, starting with virtual sessions with Chapter 9 and Chapter 10 institutions on Monday, 15 July 2026, and engagements with traditional and Khoi-San leaders on Wednesday, 17 June 2026.
