Any person who contravenes or fails to comply with a provision of regulation 3(1)(b), (3) or (4), 4(3), 10(4) or (5), 11(1), 12(2) or (3), 13(1)(b), (2) or (3), or 16(2), (3), (5), (6) or (7) is guilty of an offence.
