The purpose of these Regulations is to prescribe the minimum customer care standards applicable to the Postal Service Licensee. They are intended to:
| (a) | Protect and promote the interests of customers; |
| (b) | Ensure quality of service by setting out minimum standards for customer care; and |
| (c) | Enable the Authority to monitor and enforce compliance with the customer care standards provided |
