Without derogation from any specific provision of the Rules whereby the Panel may grant exemption or dispensation from any requirement or permission or consent to depart from any requirement, the Panel shall enjoy a general discretion to authorise, subject to such terms and conditions as it may prescribe, noncompliance with or departure from any requirement of the Code and to excuse or exonerate any party from failure to comply with any such requirement.
