| 1) | The Executive Director in consultation with the Executive Committee shall appoint such officers and other senior employees of the Panel as are reasonably required for the proper discharge of its functions. |
| 2) | The remuneration and allowances of such persons and their conditions of appointment shall be determined by the Executive Director in consultation with the Executive Committee. |
