Any decoration or medal instituted or recognised prior to the commencement of this Act may, subject to anything to the contrary contained in such honours and the rules for the governance thereof, be awarded, and any authority, sanction, warrant or certification relating to any such decoration or medal may be continued, amended or cancelled by the President.
