The Minister, with the approval of the President, must make such rules and regulations as may be necessary in the case of every decoration or medal, for—
| a) | the award thereof; |
| b) | the granting, wearing, forfeiture and restoration thereof; and |
| c) | such other matters concerning such decorations and medals as he or she may deem expedient. |
