| (1) |
A member of the certification committee or of the reviewing authority, and an alternate to such a member, who is not in the full-time service of the State shall be appointed at such remuneration and on such other conditions of service and for such period not exceeding five years as the Minister may determine in consultation with the Minister of State Expenditure. |

A member of the certification committee or of the reviewing authority and an alternate to such a member shall vacate his office— |
| (a) |
if he or she becomes insolvent; |
| (b) |
if he or she becomes of unsound mind; |
| (c) |
if he or she is convicted of an offence and sentenced to imprisonment without the option of a fine; or |
| (d) |
in the case of a member, if he or she absents himself or herself from five consecutive meetings of the certification committee or of the reviewing authority, as the case may be, without the leave of the certification committee or reviewing authority, which shall not be granted for any continuous period exceeding one hundred and eighty days. |

If the Minister is of the opinion that a member of the certification committee or of the reviewing authority or an alternate to such a member is not competent to serve as such a member or alternate, the Minister may by notice in writing remove the member or alternate concerned from office. |
