Standing Committee on Finance Calls for Submissions on 2026 Tax Bills
Brought to you by SA Legal Academy: Parliament’s Standing Committee on Finance has issued a call for written public comment on the three annual tax amendment Bills tabled during the 2026 Medium Term Budget Policy Statement (MTBPS).
In terms of parliamentary procedure under the Constitution of the Republic of South Africa, 1996 and the Money Bills Amendment Procedure and Related Matters Act, No. 9 of 2009, the Standing Committee on Finance will hold a first round of public hearings on the tabled measures on 24 November 2026.
The three pieces of legislation give statutory effect to tax policy proposals announced in the 2026/27 National Budget. First published in draft format for technical and public consultation in June and July 2026, the Bills underwent pre-tabling committee hearings before formal introduction in the National Assembly.
The legislative package under consideration comprises:
- The Rates and Monetary Amounts and Amendment of Revenue Laws Bill, fixing tax rates, rebates, and monetary thresholds;
- The Taxation Laws Amendment Bill, providing substantive amendments to primary tax statutes including the Income Tax Act, No. 58 of 1962 and the Value-Added Tax Act, No. 89 of 1991; and
- The Tax Administration Laws Amendment Bill, amending administrative, recovery, and dispute provisions across statutes administered under the Tax Administration Act, No. 28 of 2011.
What this means for you, your business, or your clients
- For yourself: Tax practitioners and legal advisers must review the final tabled texts against earlier draft versions to identify changes in technical phrasing and effective dates governing individual compliance.
- For your business: Accounting, tax advisory, and payroll firms should prepare formal written submissions or oral presentation requests prior to the 24 November 2026 hearings to contest unintended anomalies or administrative friction.
- For your clients: Corporate and trust clients facing operational restructuring, cross-border flows, or revised allowance schedules must audit their 2026/27 planning assumptions against the enacted timelines proposed in the tabled draft texts.
