Under the Central Energy Fund Act, No. 38 of 1977, the Equalisation Fund was established to finance measures aimed at stabilising retail liquid fuel prices and managing liquid fuel pricing pressures. The Second Special Appropriation (2025/26 Financial Year) Bill provides statutory authority for the allocation of an additional R10 billion to the Department of Mineral and Petroleum Resources for the 2025/26 financial year, specifically to restore budgetary liquidity to the Equalisation Fund.

Parliamentary committees have concurrently opened the submission process for the General Finance legislative proposals, providing a formal consultation channel for stakeholders and fiscal practitioners prior to committee hearings and clause-by-clause deliberations.
