National Treasury Calls for Technical Tax Proposals for 2027 Budget Review
Brought to you by SA Legal Academy: National Treasury has issued an early call for technical tax proposals for possible inclusion in Annexure C of the 2027 Budget Review, initiating the legislative cycle for the upcoming tax amendment bills.
Under the annual tax legislative cycle governing amendments to the Income Tax Act, No. 58 of 1962, the Value-Added Tax Act, No. 89 of 1991, and the Tax Administration Act, No. 28 of 2011, Annexure C addresses technical tax policy issues, unintended statutory anomalies, and anti-avoidance refinements. The invitation comes approximately two months earlier than standard practice, preceding the Medium Term Budget Policy Statement (MTBPS) scheduled for tabling on 21 October 2026.
Submissions must conform to National Treasury’s standard technical format, detailing the specific legislative provisions at issue, the unintended tax policy or administrative consequences, and the proposed statutory remedies.
