CIDB Calls for Comment on Draft Revised Construction Procurement Standard

Brought to you by SA Legal Academy: In terms of the Construction Industry Development Board Act, No. 38 of 2000, the Construction Industry Development Board (CIDB) has published a draft revised standard on uniformity in construction procurement for public comment.

The draft revised standard replaces both the amended 2004 standard and the 2019 standard for uniformity in engineering and construction works contracts. The revision consolidates procurement framework requirements and aligns tender procedures with prevailing national and international best practice.

The standard establishes uniform requirements for the solicitation, evaluation, and awarding of construction contracts. Its core scope and application include:

  • Mandatory compliance by all organs of state and public sector contracting authorities undertaking engineering and construction procurement;
  • Standardised solicitation and contract documentation structures across public infrastructure projects; and
  • Suitability for full or partial voluntary adoption by private sector procurement bodies.

The CIDB first gazetted the draft standard in July without an initial commentary invitation, which was subsequently supplemented by a web notice indicating an initial deadline of 31 August 2024 and an amended deadline stated as 30 September 2026. Submissions must be tendered via the formal questionnaire hosted on the CIDB portal.
