Appointments to the Financial and Fiscal Commission in terms of Act 99 of 1997

Brought to you by SAnews: President Cyril Ramaphosa has appointed the Chairperson, Deputy Chairperson, and four commissioners to the Financial and Fiscal Commission (FFC) for a five-year term.

In terms of section 221 of the Constitution of the Republic of South Africa, 1996, read with section 8 of the Financial and Fiscal Commission Act, No. 99 of 1997, the appointments take effect from each member’s date of assumption of office. Under the statutory framework, the Chairperson serves on a full-time basis, while the Deputy Chairperson and ordinary members serve on a part-time basis.

The appointed members are:

  • Nhlanhla Musa Nene — Chairperson (full-time)
  • Malijeng Ngqaleni — Deputy Chairperson (part-time)
  • Bulelwa Dygrecia Nqadolo — Member (part-time)
  • Advocate Neo Khethang Tsholanku — Member (part-time)
  • Andrew Robert Donaldson — Member (part-time)
  • Astrid Ludin — Member (part-time)

The Commission’s statutory mandate under section 220 of the Constitution and Act 99 of 1997 is to provide independent, objective recommendations on financial and fiscal matters to Parliament, provincial legislatures, local government, and other organs of state, notably concerning the Division of Revenue and intergovernmental fiscal allocations.
