Presidency Releases National Water Action Plan to Restructure Water Services

Brought to you by SA Legal Academy: The Presidency has announced the release of a National Water Action Plan intended to address systemic supply disruptions and overhaul municipal water delivery models across South Africa.

In terms of the statutory framework established by the Water Services Act, No. 108 of 1997, municipalities serve as Water Services Authorities responsible for ensuring access to water services. The Action Plan identifies diffuse accountability and inappropriate delivery models as key drivers of the ongoing water supply crisis, introducing a structural shift in how municipal water services are managed and regulated.

The plan sets out a programmatic series of interventions aimed at addressing municipal delivery failures through institutional reform, enhanced oversight, and targeted infrastructure support:

  • Re-engineering municipal water services delivery models to clearly separate authority responsibilities from operational service provision;
  • Establishing stricter accountability frameworks and enforceable operational benchmarks for Water Services Authorities;
  • Implementing direct technical and operational interventions in failing local water authorities; and
  • Accelerating capital investment in primary water infrastructure maintenance, refurbishment, and bulk supply projects.
