National Treasury Releases Draft 2026/2027 Accounting Manuals for Departments

Brought to you by SA Accounting Academy: The Office of the Accountant-General within the National Treasury has released the draft Accounting Manuals for Departments (AMDs) for the 2026/2027 financial year for public comment.

In terms of the Public Finance Management Act, No. 1 of 1999 (PFMA), national and provincial departments are required to prepare annual financial statements in accordance with the Modified Cash Standard (MCS). The newly published draft manuals serve as the primary implementation guidelines to assist departments in applying the MCS framework consistently and maintaining sound financial management.

The National Treasury has released 10 distinct draft Accounting Manuals for Departments (AMDs) on the Modified Cash Standard (MCS) Knowledge Hub. These manuals cover various critical accounting elements, providing detailed guidance on recognition, measurement, presentation, and disclosure requirements for government departments.
