Brought to you by SA Legal Academy: Public comments are being sought on the draft Parliamentary Villages Bill, which will repeal and replace the Parliamentary Villages Management Board Act, No. 96 of 1998.

In terms of an ad hoc parliamentary committee review initiated in October 2025, public input is invited on the draft Parliamentary Villages Bill by 14 August 2026. On 29 June 2026, the committee was advised that the scale of proposed administrative and operational reforms necessitated complete repealing legislation rather than amendments to the Parliamentary Villages Management Board Act, No. 96 of 1998.

The draft legislation will establish an updated management and oversight framework for parliamentary residential accommodation, replacing the board established under the 1998 statute. Stakeholders and interested parties are requested to submit written representations before the 14 August 2026 deadline.

What this means for you, your business, or your clients

  • For yourself: No direct individual compliance obligations; impact is limited to state infrastructure administration and parliamentary residential arrangements.
  • For your business: Contractors, facility management firms, and service providers to state residential infrastructure should monitor the legislative process to align future public procurement and service-level agreements with the updated administrative framework.
  • For your clients: Public sector bodies and parliamentary officials using parliamentary housing must prepare for updated governance protocols and revised board oversight once the new Act is finalized.
