Call for Submissions: Mine Health and Safety Amendment Bill
Brought to you by SA Legal Academy: The Portfolio Committee on Mineral and Petroleum Resources in the National Assembly has issued a notice inviting written submissions on the Mine Health and Safety Amendment Bill.
Tabled in April 2026, the Bill seeks to amend the Mine Health and Safety Act, No. 29 of 1996, in order to address operational anomalies within the principal statute and align its regulatory provisions with the Mineral and Petroleum Resources Development Act, No. 28 of 2002. Written comments must be lodged by no later than 22 August 2026, ahead of scheduled parliamentary public hearings.
Key regulatory focus areas of the Amendment Bill include:
- Harmonising statutory prescripts and legal definitions with broader mineral and energy legislation;
- Strengthening compliance frameworks and enforcement mechanisms for occupational health and safety across mining operations; and
- Resolving structural ambiguities identified in the implementation of the principal Act.
