The national government must adopt such legislative or other measures as may be necessary to support and strengthen the capacity of the House to fulfil its functions, and such support may include provision of—
| a) | infrastructure; |
| b) | finances; |
| c) | human resources; |
| d) | skills development programmes; and |
| e) | administrative systems. |
