| (1) | The board may appoint a chief executive officer and other staff required to manage and administer the national institute for higher education in accordance with the institutional rules and procedures developed and approved by the board of the national institute on such conditions as it may determine. |
| (2) | The national institute for higher education must out of its own funds pay to its employees such remuneration, allowances and other benefits as the board may determine. |
