The provisions of regulations 5, 9, 12, 13, 14, 15 and 16 shall, in so far as they may be applicable, mutatis mutandis apply to any person or organisation to whom or to which a special authority under section 21 of the Act has been granted: Provided that, if the board granting such special authority so directs—
| (a) | contributions shall be collected under such special authority only in the name of the fund managed by such board; |
| (b) | the account referred to in regulation 5(c)(i) shall be opened in the name of such fund. |
