The Independent Communications Authority of South Africa, in terms of Section 8 and Section 30 of the Postal Services Act No. 124 of 1998.

I, Stephen Sipho Mncube, Chairperson of the Independent Communications Authority of South Africa ("ICASA") hereby approve and publish the regulations in the schedule made by the Independent Communications Authority of South Africa under section 8 read with section 30 of the Postal Services Act, 1998 (Act No. 124 of 1998).
