| (1) | If the office of a member of the board becomes vacant before the expiration of the period for which he was appointed, the Minister may, subject to the provisions of sections 4 and 5(1), appoint any other person as a member for the unexpired portion of that period on such conditions as the Minister may determine. |
| (2) | If the Minister is satisfied that any member of the board is for any reason unable to act, the Minister may appoint any other person whom he deems fit (hereinafter referred to as an acting member) on such conditions as the Minister may determine, to act in the member's stead while he is unable to act. |
