Brought to you by SA Legal Academy: An explanatory summary of the 2026 Tax Administration Laws Amendment Bill (TALAB) has been published in the Government Gazette ahead of its formal introduction to Parliament.

In terms of parliamentary procedure and the Tax Administration Act, No. 28 of 2011 framework, the South African Revenue Service (SARS) has gazetted the explanatory summary of the 2026 Bill, which is scheduled to be tabled on 21 October 2026 alongside the Medium Term Budget Policy Statement (MTBPS). Once enacted, the legislation will give practical effect to the tax administration proposals announced in the 2026/27 National Budget.

The gazetting follows the standard annual fiscal legislative consultation timetable:

  • July 2026: Initial draft TALAB released for public commentary alongside the draft Taxation Laws Amendment Bill and draft Monetary Amounts & Amendment of Revenue Laws Bill.
  • 30 September 2026: Pre-tabling hearings conducted by the National Assembly’s Standing Committee on Finance.
  • 14 October 2026: National Treasury published formal responses to stakeholder submissions.
  • 21 October 2026: Scheduled formal introduction and tabling of the finalised Bill in Parliament.

What this means for you, your business, or your clients

  • For yourself: Registered tax practitioners must review National Treasury’s 14 October 2026 response matrix to track which proposed administrative and procedural amendments survived the public consultation phase.
  • For your business: Accounting, tax, and legal practices must align standard operating procedures with imminent adjustments to SARS assessment, filing, and dispute timelines.
  • For your clients: Taxpayers facing ongoing administrative queries or dispute processes with SARS should assess how the upcoming 2026/27 administrative changes will govern upcoming compliance obligations.
