PAMA Amendments Mandate Compulsory Public Service Training and Pre-Entry Qualifications

Brought to you by SAnews: Amendments to the Public Administration Management Act, No. 11 of 2014 legally require the National School of Government (NSG) to design and enforce compulsory education and training programmes across all three spheres of government.

Under the statutory framework, public servants in national, provincial, and local government organs of state are required to complete designated training modules prior to appointment confirmation and as a prerequisite for continued employment and remuneration progression.

The mandatory training framework introduces the following regulatory directives:

• Expanded Core Curriculum: The NSG currently provides 10 compulsory courses covering induction, ethics, anti-corruption, and supply chain management. Cabinet has issued a directive to expand the compulsory curriculum by an additional 10 courses.
• Confirmation and Remuneration Controls: Satisfactory completion of prescribed courses constitutes a formal condition for confirming provisional employment appointments and securing eligibility for annual salary progression.
• Senior Management Pre-Entry Requirements: Appointees to the Senior Management Service (SMS) must hold the mandatory pre-entry qualification (the ‘Nyukela’ certificate) prior to formal appointment, alongside a statutory obligation to complete a minimum quota of training days across recurrent operational cycles.
• Inter-Spherical Implementation: While induction has served as a prerequisite for appointment confirmation since 2012, the current legislative framework formalises structured learning pathways extending across provincial departments and local government administrations.

Ongoing local government training continues to be integrated into municipal operational structures to standardise statutory compliance in municipal supply chain administration and financial management.
