Parliamentary Legislative Update: Bills Under Consideration as at 30 September 2026
Brought to you by SA Legal Academy: Parliament’s legislative register reflects 52 Bills currently under active processing at the close of September 2026, following the withdrawal of two Bills and the formal introduction of four new measures during the month.
Following the commencement of Parliament’s fourth term of 2026, two key legislative measures were withdrawn from the order paper:
- National State-Owned Enterprises Bill: Withdrawn from the parliamentary process without formal explanation.
- Public Procurement Amendment Bill: A private member’s Bill sponsored by the Democratic Alliance, withdrawn following a Constitutional Court judgment invalidating the substantive Act due to inadequate public participation during the parliamentary enactment process.
With four additional Bills introduced in September 2026, the parliamentary order paper now records 52 active Bills navigating committee hearings, public participation, and plenary debates across both Houses.

What this means for you, your business, or your clients
- For yourself: Track portfolio-specific draft legislation via committee programmes to ensure public comment deadlines and petition windows are met before committee adoption.
- For your business: Suspend internal compliance and operational restructuring plans that anticipated passage of the National State-Owned Enterprises Bill, and maintain current governance frameworks.
- For your clients: Advise state procurement participants and contractors that existing statutory procurement rules govern ongoing tenders pending any revised remedial legislation tabled by Parliament.
