Draft Revised Electricity Pricing Policy Published for Public Comment
Brought to you by SA Legal Academy: The Department of Electricity & Energy has gazetted a draft revised Electricity Pricing Policy (EPP) for public consultation, establishing updated tariff principles aligned with the ongoing restructuring of the national electricity sector.
Under the regulatory framework governed by the Electricity Regulation Act, No. 4 of 2006, the revised policy framework aims to establish a coherent, transparent, and forward-looking pricing structure. The revision accommodates sector reforms, including unbundling, open market access, and diversified generation technologies, while balancing cost-reflective tariffs with social protection mechanisms.
Key objectives outlined in the draft policy include:
- Establishing transparent and cost-reflective electricity pricing across generation, transmission, and distribution tiers;
- Aligning tariff methodology with the unbundled and competitive market structure;
- Ensuring long-term financial sustainability for licensed electricity suppliers and network operators; and
- Facilitating equitable access and targeted support mechanisms for low-income and vulnerable consumers.
Stakeholders and interested parties are invited to submit written comments on the draft revised policy by 27 September 2026.
