| (1) | Vehicle owners must adopt the KwaZulu-Natal licence numbering system within 24 months of the commencement date of the system: Provided that vehicle owners may renew their current licence numbers once whilst preparing to change to the system. |
| (2) | Within 24 months of the commencement of the KwaZulu-Natal licence numbering system— |
| (a) | all motor vehicles must be— |
| (i) | registered at any of the full function Registering Authorities in the Province; |
| (ii) | licenced at any Registering Authority in the Province; and |
| (iii) | issued with a temporary or special permit at full function registering authorities in the Province; |
| (b) | government vehicles must be registered and licenced at selected provincial Registering Authorities; and |
| (c) | motor trade numbers must be applied for and issued at full function Registering Authorities in the Province. |
| (3) | The KwaZulu-Natal licence numbering system will be implemented with effect from 1 December 2023, as contemplated in regulation 5(1), and the discrete licence numbering system must be phased out within 24 months from the date of implementation of the KwaZulu-Natal licence numbering system. |
