| (1) | The expenditure connected with the functions of the Council is paid out of the funds of the board, and the approval of the board is required for all expenditure proposed to be incurred, or actually incurred, by the Council. |
| (2) | The board may charge a service fee in accordance with the prescribed tariff in respect of any service rendered by the Council to a scheme or participant. |
