| (a) |
add to the list any person or category of persons; |
| (b) |
delete any person or category of persons from the list; or |
| (c) |
make technical changes to the list. |
| (2) |
Before the Minister amends Schedule 3C in terms of subsection (1), the Minister must— |
| (a) |
in the Gazette, give notice where a draft of the amendments will be available and invite submissions; and |
| (b) |
consider submissions received. |
| (3) |
Any addition to or deletion from the list of persons in Schedule 3C in terms of subsection (1) must, before publication in the Gazette, be submitted to Parliament for its approval. |
