I, Grace Naledi Mandisa Pandor, Minister of Higher Education and Training, hereby publish the regulations set out in the schedule assigning additional functions to the National Student Financial Aid Scheme (NSFAS), in terms of the powers given to me under Section 4(g) of the Act, read with Section 27.

SCHEDULE

 

WHEREAS the Act provides in section 2(2) that its aim is to provide financial aid to eligible students who meet the criteria for admission to a further education and training programme or to a higher education and training programme, and whereas the Act provides in section 4(g) that the functions of the National Student Financial Aid Scheme (NSFAS) are to perform other functions assigned to it by the Minister, I hereby assign to NSFAS the following functions:

 

ADDITIONAL FUNCTIONS ASSIGEND TO NSFAS BY THE MINISTER

 

1. [Regulation 1 of Notice No. 413 of 2018 repealed by Notice No. 67, GG 44128, dated 1 February 2021]

 

2. NSFAS may enter into agreements, including but not limited to, Public Private Partnerships, to enable NSFAS to extend, and/or administer, and /or recover loans granted for financial aid.

 

3. NSFAS may, in addition to its powers under section 19(5) of the Act, make payment of such amount of the loan or bursary as is not payable to the institution, to the borrower or bursar or to an approved service provider for payment to the borrower or bursar.
