All service providers, employers, lessees or other persons, other than a licensed operator10, involved in an incident on the shore within a port, whether or not damage is done to any property or the environment, or involved in damage to the Authority's property on the shore or the environment within the port, must —
| (a) | immediately report the incident to the Authority as well as any other applicable regulatory body or government department; |
| (b) | submit to the Authority a full written report setting out the circumstances of the incident or damage to property within 24 hours after the incident; and |
| (c) | furnish any further particulars that the Authority may require. |

10 Licensed operators are required to report incidents in terms of section 62(5) of the Act.
