By virtue of the powers vested in the South African Heritage Resources Agency in terms of Section 7(1) of the National Heritage Resources Act No 25 of 1999, the following regulation is added to the regulations published on the 2 of June 2000 in the Regulation Gazette No. 6820.
This regulation shall be considered as regulation 43 to the Regulation Gazette No. 6820.
Grading system and criteria
The criteria to be applied in assessing the significance of a heritage resource are as follows:
1) | Grade 1: Heritage resources with qualities so exceptional that they are of special national significance should be applied to any heritage resource which is- |
a) | of outstanding significance in terms of one or more of the criteria set out in section 3(3) of the Act; |
b) | authentic in terms of design, materials, workmanship or setting; and |
of such universal value and symbolic importance that it can promote human understanding and contribute to nation building, and its loss would significantly diminish the national heritage.
2) | Grade 2: Heritage resources with special qualities which make them significant in the context of a province or region should be applied to any heritage resource which- |
a) | is of great significance in terms of one or more of the criteria set out in section 3 (3) of the Act; and |
b) | enriches understanding of cultural, historical, social and scientific development in the province or region in which it is situated, but that does not fulfil the criteria for Grade I status. |
3) | Grade 3: Heritage resources worthy of conservation should be applied to any heritage resource which- |
a) | fulfils one or more of the criteria set out in section 3 (3) of the Act; or |
b) | in the case of a site, contributes to the environmental quality or cultural significance of a larger area which fulfils one or more of the above criteria, but that does not fulfil the criteria for Grade II status. |
