A vacancy for the office of a magistrate may be advertised by the Director-General by circular in the Department and in at least two newspapers which are circulated throughout the country in the official languages which the Commission prescribes: Provided that the Director-General shall be obliged to advertise the vacancy if the Commission so orders.
