I, Angelina Matsie Motshekga, Minister of Basic Education have, in terms of section 4 of the Employment of Educators Act, 1998 determined that:

 

In accordance with the Public Service Co-ordinating Bargaining Council (PSCBC) Resolution 1 of 2021 (Resolution 1 of 2021) on the improvement in conditions of service, I hereby determine for all qualifying employees employed in terms of the Employment of Educators Act, 1998 an improvement in conditions of service as follows:

 

The payment of a non-pensionable monthly cash allowance with effect from 01 April 2021 as determined in Resolution 1 of 2021 read with related Circulars issued by the Minister of Public Administration (MPSA).

 

If no new agreement is reached by 31 March 2022 on the 2022/2023 salary adjustment, this pensionable allowance will shall remain in force until the new agreement is entered into by parties; and

 

A once-off pensionable salary adjustment of at least 1.5% to employees who do not qualify for a pensionable increase derived from pay progression with effect from 1 July 2021, including employees on the maximum notch of their salary levels.

 

Implementation of a once-off pensionable salary adjustment of at least 1.5% has an effect of the adjustment of the salary scales applicable to the employees employed in terms of the Employment of Educators Act, 1998. The applicable salary adjustment effective from 1 July 2021 for the relevant categories are detailed in Schedule 1 and Schedule 2 as attached.

 

The Personnel Administrative Measures (PAM) will be amended in order to include these scales as outlined in Schedule 1 and Schedule 2 respectively and other aspects of the above mentioned resolutions.
