| (1) | The requirements for participation in the Scheme are as set out in the Rules made in accordance with the provisions of Section 44(3) of the Scheme. |
| (2) | The applicant must— |
| (a) | comply with minimum health standards of the Scheme; and |
| (b) | record all animals in the herd and no selective recording is allowed. |
