8. Committees of Council

(1) The Council may establish one or more committees which may exercise such powers or perform such functions of the Academy as the Council may determine.

 

(2) A committee referred to in subsection (1) consists of such number of Members of the Council, and employees of the Academy, if any, as any other persons with suitable skills or experience as the Council may deem necessary, and the Council may at any time dissolve or reconstitute a committee.

(3) The Council must designate a member of the committee to be the chairperson thereof.

 

(4) The Council is not absolved from the performance of any function entrusted to any committee of the Council in terms of this section.

 

(5) The Council must establish an Appeal Committee.

(6) The Appeal Committee must consist of—
(a) a person qualified in law who has appropriate experience and who must be appointed as chairperson;
(b) a professional who has appropriate experience; and
(c) a person who specialises in the professional field concerning the appeal.

(7) A member of the Appeal Committee may not be a member of the Academy.

(8) The Appeal Committee must conduct the appeal in accordance with the Promotion of Administrative Justice Act, 2000 (Act No. 3 of 2000).

(9) The Appeal Committee must decide an appeal within 60 days from the date on which the appeal was lodged and must inform the appellant and the Council concerned accordingly.
