| (1) | The Tribunal may decide that two or more appeals can be heard together, where: |
| (a) | the parties to the appeal have so agreed, and |
| (b) | some common question of fact or law exists, or |
| (c) | in the opinion of the Tribunal it will be practical and appropriate to proceed with the appeals at the same time. |
