Despite anything to the contrary in any other law, the national and provincial authorities contemplated in section 23(2) must take the steps, or authorise anything to be done, which may be necessary to promote—
| (a) | the transfer to the Corporation of the assets, liabilities, rights or obligations contemplated in section 23(2); |
| (b) | the employment by the Corporation of officers of the national or provincial Departments as contemplated in section 23(1)(b); and |
| (c) | the commercialisation and setting up of functional units in respect of road traffic functions before the Corporation commences with the performance of its functions. |
