| (1) | The Agency in cooperation with the municipality may, where applicable, enter into a separate agreement with any person or entity in order to provide mechanisms and procedures of facilitating, assisting, supporting and funding the planning and implementation of the priority housing development area plan. |
| (2) | Amendments to the implementation protocol must be agreed to in writing by all signatories. |
