means—
| (a) | this Act; |
| (b) | a law listed in Schedule 1; |
| (c) | a Regulation made in terms of this Act or made in terms of a law referred to in Schedule 1; or |
| (d) | a regulatory instrument made in terms of this Act or made in terms of a law referred to in Schedule 1; |
