means any person (including created entities, corporate or un-incorporated) other than a person who is exempted in terms of clause 1(2) of the determination, who employs or provides work for any person in the Private Security Sector and remunerates him or permits any person in any manner whatsoever to assist him in the carrying on or conducting of his business and "employ" and "employment" shall have corresponding meanings.
