Subject to section 42, before issuing a notice under sections 5, 7(1), 9(1) and 11(1), the Minister may follow such consultative process as may be appropriate in the circumstances, but the Minister must consult—
| (a) |
all organs of state affected by the proposed notice; and |
| (i) |
the relevant Ministers; |
| (ii) |
the MEC for local government, transport and economic affairs of the province concerned; and |
| (iii) |
the municipality in which the area concerned is situated, which consultation must include a discussion of the implications of the proposed notice on the Integrated Development Plan of the municipality. |
