| a) | means any munition placed under, on or near the ground or other surface area and designed to be detonated or exploded by the presence, proximity or contact of a person or vehicle; and |
| b) | includes mines laid to interdict beaches, waterway crossings or river crossings; but |
| c) | excludes anti-ship mines used at sea or in inland waterways; |
