When anything which according to this Act is required to be done or performed on or before a specified day or at a specified time or during a specified period has not been done or performed, the Minister may, if satisfied that the failure was due to error or oversight, authorize it to be done or performed on or before another day or time or during another period and anything done or performed in this regard is of full force and is deemed to have been lawfully done or performed in accordance with this Act.
